City of Dayton ADA Self-Evaluation and Transition Plan

As part of the ADA Self-Evaluation and Transition Plan (SETP) development, DLZ assisted the City of Dayton with the evaluation of public and employee common use areas for all facilities throughout the city. The self-evaluation included the review of 56 building facilities and 68 parks, all of which included a variety of amenities. Moreover, a number of the facilities were very large or unique to larger cities, including:

Types of Facilities

  • City Hall, which includes 8 levels and adjacent parking garage
  • Safety Building, which includes 4 levels for non-patrol police operations
  • Dayton Convention Center
  • Dayton Dragons Stadium, home of the Cincinnati Reds Class A affiliate
  • One Stop Center, which includes 5 levels and houses a number of special departments and meeting locations
  • Dayton Municipal Court, which is owned by and shared with Montgomery County and includes City programs on 3 levels including seven (7) courtrooms
  • Levitt Pavilion, a performance amphitheater with restroom building in the downtown that hosts a variety of concerts and other events during the summer
  • Kettering Field Complex, a softball complex with multiple parking areas, 16 fields, restrooms, and concessions
  • Jim Nichols Tennis Center, an instructional facility with 9 courts, restrooms, and viewing grandstands
  • Three recreation centers that provide meeting space, gymnasiums, indoor pools, and outdoor play areas and sports courts/fields
  • Three golf courses that provide pro shops, food and beverage service, practice facilities, and 18 holes at each location

In addition to buildings and sites, DLZ also performed a limited review of facilities within the public right-of-way (ROW). This review included review of pedestrian access routes on city properties only, review of over 1300 marked/metered on-street parking spaces, and metered space pay stations. DLZ also reviewed the County’s policies and procedures and included the results of all self-evaluations within the SETP. Public outreach was provided by DLZ, with additional coordination in the community being performed by City staff.
