DDOT Coolidge Operations & Maintenance Facility

The Detroit Department of Transportation’s (DDOT) new Coolidge Operations & Maintenance Facility was designed to serve as the backbone of Detroit’s transit operations, providing modern maintenance, fleet, and employee support facilities that help keep buses running safely, efficiently, and on time. This state-of-the-art facility strengthens DDOT’s ability to deliver reliable service to the community while supporting the dedicated professionals who keep Detroit moving every day. DLZ is honored to have led the project that will enhance service reliability, support transit professionals, and help connect Detroit’s neighborhoods and communities for decades to come.

DLZ served as the prime consultant and provided a comprehensive feasibility study, design, and construction administration services for the Facility, including Fleet Administration, Operations, Dispatch, Secure Vehicle Storage, Vehicle Maintenance, Washing, and Fueling. DLZ developed architectural design solutions and bid documents to support the consolidation and relocation efforts identified through the feasibility study for the new Facility. The project encompassed approximately 200,000 square feet of building space and 19 acres of site development.

The DLZ team oversaw all phases of work, including programming, schematic design, design development, construction documents, bidding, and construction administration services. The team also performed technical services including environmental assessments, demolition, geotechnical investigations , surveying, NEPA compliance, commissioning, and a traffic impact study.

During the programming and concept validation phase, DLZ worked closely with DDOT to establish project goals and objectives that reflected the client’s long-term mission. The development of clear project goals resulted in a strong foundation for continued project development. Early in the design phase, a Construction Manager was successfully brought onto the team. The Construction Manager integrated effectively into the project and contributed to project development, budgeting and estimating, scheduling, and bid package preparation. The design team supported DDOT in navigating the NEPA process and securing FTA approvals required for project funding. The project advanced through close collaboration among the Owner, the Construction Manager, and the design team, resulting in the delivery of a high-quality facility that met established project goals, remained on schedule, and was delivered under budget. The total project cost was approximately $160,000,000.
